Update an existing issuer template

Fully replaces an existing issuer template. A different issuerTemplateKey in the body renames the template, which moves its credential issuer URL: credential offers that are still open stop working, and credentials already issued keep the old issuer URL. Omitting metadataSigningKeyExternalKey clears the signing key, which is the only way back to unsigned metadata. Without metadataSigningKeyExternalKey the issuer metadata is served unsigned, also on the HAIP profile; the issuer check warns about that on HAIP.
