Updates one or more fields of an existing issuer template. Fields that are absent or null are left unchanged, so a patch cannot clear the domain or the signing key; use PUT for that. Displays, when sent, replace all displays. Without metadataSigningKeyExternalKey the issuer metadata is served unsigned, also on the HAIP profile; the issuer check warns about that on HAIP.
