Create a new wallet for the caller

Creates a new wallet with the provided details and associates it with the calling principal. API keys and OAuth clients are bound to one wallet, so the caller's credential cannot configure the new wallet. Set issueApiKey to true to receive an API key for the new wallet, holding every wallet role, in the apiKey field. The key is returned only in this response and expires after 14 days (see apiKey.expiryDate).
